In the background there is a crowd of people watching the Rwandan grieve. They could be the United Nations (one person says “As concerned nations”), who did nothing about the genocide. The little bug in the corner says that Rwanda is waving goodbye, which means dying. I think that this perspective is valid for many groups other than the United Nations back then and today. It really just means that Rwandan was struggling and nothing was done to help or prevent the genocide.
